Narrative:

Cleared to deviate for WX by ZDC ARTCC. At approximately 40 DME ssw sby VOR, center called and stated, 'you are now in a warning area, squawk 7700.' I advised controller that I was not declaring emergency, and he said he was! One min later, a flight behind was advised the same way. At no time previous were any crews advised of a possible conflict.

Title: ACFT DEVIATING FOR WX PENETRATED A RESTRICTED OR WARNING AREA AND WAS ADVISED BY CTLR TO SQUAWK 7700.

Narrative: CLRED TO DEVIATE FOR WX BY ZDC ARTCC. AT APPROX 40 DME SSW SBY VOR, CENTER CALLED AND STATED, 'YOU ARE NOW IN A WARNING AREA, SQUAWK 7700.' I ADVISED CTLR THAT I WAS NOT DECLARING EMER, AND HE SAID HE WAS! ONE MIN LATER, A FLT BEHIND WAS ADVISED THE SAME WAY. AT NO TIME PREVIOUS WERE ANY CREWS ADVISED OF A POSSIBLE CONFLICT.
