Narrative:

We had just arrived at bgm so my WX report of 300 and 3/4 RVR 6000 was pretty accurate. It was dark and snowing. We were taxiing for departure to 34 at bgm. As captain approached the end of the taxiway I called tower 'ready for takeoff.' bgm tower replied, '...taxi into position and hold.' as the captain began the turn perpendicular to the runway and I began the line up check I looked up to clear final and saw a light. In the dark and snow I could not immediately identify it as part of the approach lights or otherwise, and I nudged the captain and pointed it out to him. He applied brakes as the light developed into multiple aircraft lights. Tower said in strict tone, '...hold short.' I replied we were, as commuter Y flew out of the snow and landed. Tower cleared us, '...into position and hold,' and I said we would, 'this time.' he cleared us for takeoff and asked, 'did you see what I saw?'!!! I don't know if aircraft Y failed to contact tower after approach or if tower was confused or if it was just general miscom. But, it was too close!!!

Title: COMMUTER CLEARED INTO TKOF POSITION AS ANOTHER COMMUTER WAS BREAKING OUT OF CLOUDS ON SHORT FINAL. ACFT X STOPPED SHORT OF RWY SO CLASSIFY INCIDENT AS OPERATIONAL DEVIATION.
