Narrative:

We were under bur approach control inbound to bur. Bur approach asked us to turn left to a heading of 160 degrees and descended to 5500'. Just leaving 7000' a light aircraft appeared in front of us passing from right to left within 200' of us. We had to push the nose over to assure adequate sep. Bur approach said they were not painting anything. Later they said they had a primary target nebnd. Recommendation: transponders for everyone!!!
