Narrative:

We were at cruise altitude FL300 when the captain noticed that the right engine was losing N1 power. So he pushed the right thrust lever up to maintain power. After about 2 minutes we have had to push the right thrust lever up about 2 knobs width to maintain equal power. The N1 was also fluctuating about 1-2% up and down. So we decided that we should not continue to ZZZ1 because we thought that we would end up shutting down the right engine. So we asked for lower and direct to ZZZ. ATC responded with 'stand by.' so the captain said 'we would like to declare an emergency and request lower and go direct ZZZ.' so ATC then cleared us to 8000 ft and direct ZZZ. So I started flying and the captain talked to the flight attendant; dispatch; maintenance; and ran the checklists. We then continued to ZZZ and landed without any other problems. The event occurred because the N1 lost 12% in 3 minutes.
