Narrative:

Controller wanted me to descend into an area of active thunderstorms. He insisted that we do this. For safety reasons I refused this foolish request and stated so. He refused to acknowledge that transmission, saying our radio was unreadable. However, we experienced no onboard problems with our communication devices before or after. He refused our initial request to remain at altitude and descend or to be vectored off course to avoid traffic and the WX. I had no choice but to use my emergency authority/authorized to keep safe. This action was confrontational and very dangerous, as the controller did not know our exact flight conditions. Subsequent sectors complied with our request and we made an uneventful landing at sus at approximately XA25Z.

Title: REGIONAL JET CL601 FORCED TO USE EMER AUTH TO REMAIN CLR OF TSTM WHEN ATC CTLR DIRECTS SUCH A DSCNT.

HE REFUSED OUR INITIAL REQUEST TO REMAIN AT ALT AND DSND OR TO BE VECTORED OFF COURSE TO AVOID TFC AND THE WX. I HAD NO CHOICE BUT TO USE MY EMER AUTH TO KEEP SAFE. THIS ACTION WAS CONFRONTATIONAL AND VERY DANGEROUS, AS THE CTLR DID NOT KNOW OUR EXACT FLT CONDITIONS. SUBSEQUENT SECTORS COMPLIED WITH OUR REQUEST AND WE MADE AN UNEVENTFUL LNDG AT SUS AT APPROX XA25Z.
