Narrative:

On approach; we received a gear disagreement warning message and aural warning for the left main landing gear after selecting the gear handle down. We requested from tower to break off the approach and get delay vectors while we referenced our flight manual and worked on the problem. After following the prescribed procedures; including cycling the gear and selecting hydraulic pumps on; we were unable to get an indication that the left gear was down and locked. We then continued the procedure and performed the manual gear extension which still failed to extend the left main gear. At this point after checking our fuel status we decided to return to ZZZ where there would be longer runways and more emergency equipment available. We contacted our company via ACARS to advise them of our situation and plans and declare an emergency with ATC (32 people/5000 pounds fuel) and requested vectors for ZZZ. We briefed the flight attendants on our situation and advised them that an evacuation was possible and to issue the 'brace' command when signaled by us shortly before landing. We followed all flight manual procedures for the unsafe landing and on touchdown in ZZZ. I attempted to land holding the left wing up as long as possible. Shortly after the first gear touched down; the left wing descended and the wingtip connected with the runway. Using differential braking and rudder inputs; I was able to maintain centerline and bring the aircraft to a stop on the runway where we evacuated and were helped by the waiting emergency crews. There were no injuries reported.
