Narrative:

While commencing approach to ZZZ; the flight plan called for flaps 8; with flaps 8 selected we experienced a subsequent 'flaps fail' caution message encounter. ATC was notified. QRH was completed and flaps verified to be at 0 degrees. The company was notified and an emergency was declared as per company policy. After conversing with company; ZZZ1 was selected as an appropriate airport for diversion due to the WX at ZZZ (2600-1; blowing snow) being less than ideal for the current situation. Crash fire rescue equipment was requested to be standing by and was not necessary upon our arrival at ZZZ1. This has been a recurring event on this make and model. I understand there is an airworthiness directive pertaining to this defect. As for a remedy; that is for the professionals who make it their business to effect them.callback conversation with rptrs revealed the following information: the reporter stated the 'flaps fail' situation is a recurring problem and appears to have no positive fix. The reporter stated that landing flaps up at 180 KTS on tires certified for 170 mph can be hazardous.
