Narrative:

Over the past year there has been ongoing on-and-off problems with the crash phone system. Many times the tower crash phone would ring without being activated by any user. In addition; a user (tower) would try to activate the phone and it wouldn't work. I've heard many reasons for the problem -- such as; there is water/moisture in the lines. The problem has gone on long enough and vital information is being delayed when the system isn't working properly. The system needs to permanently be fixed instead of tossing the dice when needed.
