Narrative:

Several T1's were inbound to lrd for practice approachs. 133.75 has been malfunctioning for several months. A 'fix' that controllers use is to shut off the lrd site and use only the qxb site. This doesn't rectify the problem; but reduces some of the static and distortion. The T1's were unintelligible and it was difficult to keep them in trail and away from other active airspace. 133.75 is one of several frequencys which do not work at ZHU. There have been dozens of complaints -- none of which have yielded any results.
