Narrative:

We were on approach to ZZZ; cleared to land; first officer flying. We had flaps 20 degrees. First officer called flaps 25 degrees. I moved flap handle from 20 degrees toward 25 degrees and as I did so; I sneezed and jerked the flap handle slightly forward but placed it in the 25 degree detent. The first officer called flaps 30 degrees and I moved the flap handle to 30 degree detent. My eyes were watery from sneezing and I wiped them clear. I checked the flap indicator and saw the flap needles both just beyond the 20 degree markings. Just at this time we get a 'too low flaps' warnings. The first officer asks if I want him to go-around and I told him to continue. I moved the flap handle to the 20 degree detent; got a reference speed for 20 degrees flaps; and disarmed the aural warning; and landed without incident. I did not declare an emergency. I should have. Even though we landed with 20 degrees flaps as the QRH said to do; we should have went around and ran the QRH checklist thoroughly. Supplemental information from acn 812705: I; the copilot (PF); requested selection of flaps 25 degrees at approximately 2300 ft. The captain (PNF) sneezed while selecting flaps 25 degrees and the gauges didn't go to 25 degrees -- also; a disagreement light came on. The captain then moved the flap lever from 25 degrees to 20 degrees to 25 degrees; nothing had changed. I; the copilot (PF); said 'leave the lever there at 25 degrees' and asked if he would like to accomplish go around/QRH/abnormal flap checklist. The captain (PNF) told me not to do a go around; continue to land and use 20 degrees reference speeds. In obeying the captain's orders; I proceeded to land the aircraft. Subsequently; around 800 ft; had a GPWS warning/flaps sounded. The GPWS switch was pushed to cancel the sound. We continued and landed safely. Captain (PNF) chose not to use QRH/abnormal checklist for safety of landing because flaps between 20-25 degrees; not to do a go around in case of overspd of flaps. The GPWS warning would not have gone off with the execution of the checklist. An emergency was not declared to tower and should have. Upon gate arrival; maintenance met the aircraft; was advised by the captain of the occurrence; and was placed in the logbook.

I MOVED FLAP HANDLE FROM 20 DEGS TOWARD 25 DEGS AND AS I DID SO; I SNEEZED AND JERKED THE FLAP HANDLE SLIGHTLY FORWARD BUT PLACED IT IN THE 25 DEG DETENT. THE FO CALLED FLAPS 30 DEGS AND I MOVED THE FLAP HANDLE TO 30 DEG DETENT. MY EYES WERE WATERY FROM SNEEZING AND I WIPED THEM CLEAR. I CHKED THE FLAP INDICATOR AND SAW THE FLAP NEEDLES BOTH JUST BEYOND THE 20 DEG MARKINGS. JUST AT THIS TIME WE GET A 'TOO LOW FLAPS' WARNINGS. I MOVED THE FLAP HANDLE TO THE 20 DEG DETENT; GOT A REF SPD FOR 20 DEGS FLAPS; AND DISARMED THE AURAL WARNING; AND LANDED WITHOUT INCIDENT. I DID NOT DECLARE AN EMER. I SHOULD HAVE. EVEN THOUGH WE LANDED WITH 20 DEGS FLAPS AS THE QRH SAID TO DO; WE SHOULD HAVE WENT AROUND AND RAN THE QRH CHKLIST THOROUGHLY. THE CAPT (PNF) TOLD ME NOT TO DO A GAR; CONTINUE TO LAND AND USE 20 DEGS REF SPDS. IN OBEYING THE CAPT'S ORDERS; I PROCEEDED TO LAND THE ACFT. SUBSEQUENTLY; AROUND 800 FT; HAD A GPWS WARNING/FLAPS SOUNDED. THE GPWS SWITCH WAS PUSHED TO CANCEL THE SOUND. WE CONTINUED AND LANDED SAFELY.
