Narrative:

During departure initial climb from ZZZ runway 18R on RNAV SID; passing approximately 5000 ft the aft flight attendant called and reported fumes in the aft part of aircraft. We leveled at 8000 ft and began troubleshooting. The QRH smoke fumes procedure was accessed and communication with the flight attendants was continued. The fumes somewhat abated and climb was resumed. As soon as thrust was added; the fumes reappeared and worsened. Passenger were also complaining of the smell and the fumes were now throughout the cabin. Climb was stopped; an emergency declared; and return to ZZZ was started. Captain was on operating experience and check airman in the right seat as pilot monitoring. Captain continued to fly and check airman set up aircraft for return to ZZZ and landing. Return was uneventful and crash fire rescue equipment equipment was standing by. Landing was uneventful and after consulting with the flight attendants we continued to taxi to the gate. Emergency was canceled on taxi in.
