Narrative:

I was doing the preflight and when I got to the right side of the aircraft I saw the fueler fueling the plane. As I did my walk around the wing; I noticed the fueler did not have a grounding line hooked up to the aircraft. I asked him about it and he said that he was in a hurry and did not remember to hook it up. I asked him to do so and he said he had just finished fueling. I told him that it is was very important to remember to hook up the grounding strap and that I was going to write a report. When I got back to the cockpit; I informed the captain. He called the company who said that this was the third report of no grounding strap used!

Title: B737-500 FO REPORTS FUELER FAILED TO ATTACH GROUNDING WIRE WHILE FUELING.

Narrative: I WAS DOING THE PREFLT AND WHEN I GOT TO THE R SIDE OF THE ACFT I SAW THE FUELER FUELING THE PLANE. AS I DID MY WALK AROUND THE WING; I NOTICED THE FUELER DID NOT HAVE A GNDING LINE HOOKED UP TO THE ACFT. I ASKED HIM ABOUT IT AND HE SAID THAT HE WAS IN A HURRY AND DID NOT REMEMBER TO HOOK IT UP. I ASKED HIM TO DO SO AND HE SAID HE HAD JUST FINISHED FUELING. I TOLD HIM THAT IT IS WAS VERY IMPORTANT TO REMEMBER TO HOOK UP THE GNDING STRAP AND THAT I WAS GOING TO WRITE A RPT. WHEN I GOT BACK TO THE COCKPIT; I INFORMED THE CAPT. HE CALLED THE COMPANY WHO SAID THAT THIS WAS THE THIRD RPT OF NO GNDING STRAP USED!
