Narrative:

Instrument flight to pdx. Vectored to intercept localizer 10L at pdx. Tuned in localizer frequency 111.3 and idented. Localizer did not indicate on the instruments. Rechked the frequency and confirmed verbally with pdx approach control. Still no success. Requested vectors away from localizer to sort out problems. Accepted several vectors while attempting to solve problem. Flew into VMC and then requested IFR cancellation with the stated intent to request a second IFR approach to pdx when problem was fixed. Flew around for several more mins when mechanical #2 began to indicate reception of the localizer. Still no indication on EFIS localizer indications. Requested second ILS 10L localizer approach to pdx. IFR clearance was granted. Vectored to intercept localizer at buxom intersection on heading mode of kfc 325 autoplt. Armed localizer approach mode of the autoplt. Captured the ILS 10L localizer on the autoplt. Aircraft was tracking localizer on the autoplt outside of trayl intersection. Somewhere between trayl and blazr intxns I saw the GS was no longer captured. I disconnected the autoplt and attempted to recapture the GS manually. This was unsuccessful. At this time I realized I was no longer tracking the localizer. For situational awareness; I referred to my GPS and determined that I was within 2 mi of the airport and approximately 800 ft AGL. At this moment I acquired a runway just to my right. The tower idented this runway as runway 10R and cleared me to land. I was cleared to taxi to the FBO and was told to call the tower; which I did. The purpose of my coming to pdx was to receive my annual refresher training. My instruction and I went out to the airplane and conducted an operations check of the EFIS navigation equipment and navigation receivers. Initially neither the EFIS nor mechanical indications showed localizer reception. After resetting the frequencys to big VOR and resetting the receivers to the 10L pdx localizer frequencys; we received both the EFIS and mechanical localizer reception. We requested a maintenance operations check by the FBO's avionics shop technician. All avionics systems checked functionally.

I DISCONNECTED THE AUTOPLT AND ATTEMPTED TO RECAPTURE THE GS MANUALLY. THIS WAS UNSUCCESSFUL. AT THIS TIME I REALIZED I WAS NO LONGER TRACKING THE LOC. FOR SITUATIONAL AWARENESS; I REFERRED TO MY GPS AND DETERMINED THAT I WAS WITHIN 2 MI OF THE ARPT AND APPROX 800 FT AGL. AT THIS MOMENT I ACQUIRED A RWY JUST TO MY R. THE TWR IDENTED THIS RWY AS RWY 10R AND CLRED ME TO LAND. I WAS CLRED TO TAXI TO THE FBO AND WAS TOLD TO CALL THE TWR; WHICH I DID. THE PURPOSE OF MY COMING TO PDX WAS TO RECEIVE MY ANNUAL REFRESHER TRAINING. MY INSTRUCTION AND I WENT OUT TO THE AIRPLANE AND CONDUCTED AN OPS CHK OF THE EFIS NAV EQUIP AND NAV RECEIVERS. AFTER RESETTING THE FREQS TO BIG VOR AND RESETTING THE RECEIVERS TO THE 10L PDX LOC FREQS; WE RECEIVED BOTH THE EFIS AND MECHANICAL LOC RECEPTION. WE REQUESTED A MAINT OPS CHK BY THE FBO'S AVIONICS SHOP TECHNICIAN. ALL AVIONICS SYSTEMS CHKED FUNCTIONALLY.
