Narrative:

Arrived from ZZZ in ZZZ2. The flight crew was scheduled for an aircraft change in ZZZ2 and then return to ZZZ. Once the inbound aircraft was parked; the flight crew went to the outbound aircraft and discovered it had been boarded with passenger and was waiting for the flight crew in order to depart. As we began our preflight duties; it became clear that someone had run a partial securing check; ie; crew oxygen had been turned off; no smoking and seatbelt signs were off; and the emergency evacuate/evacuation lights were not armed. The preliminary flight deck preparation had not been completed at night with passenger loaded. Additional training for ground and station personnel to include necessary safety considerations when flight crew is not available for aircraft boarding.

Title: A319 CAPT REPORTS ARRIVING AT ACFT WITH PAX ALREADY BOARDED AND ESSENTIAL COCKPIT PREFLIGHT DUTIES NOT ACCOMPLISHED.

Narrative: ARRIVED FROM ZZZ IN ZZZ2. THE FLT CREW WAS SCHEDULED FOR AN ACFT CHANGE IN ZZZ2 AND THEN RETURN TO ZZZ. ONCE THE INBOUND ACFT WAS PARKED; THE FLT CREW WENT TO THE OUTBOUND ACFT AND DISCOVERED IT HAD BEEN BOARDED WITH PAX AND WAS WAITING FOR THE FLT CREW IN ORDER TO DEPART. AS WE BEGAN OUR PREFLT DUTIES; IT BECAME CLR THAT SOMEONE HAD RUN A PARTIAL SECURING CHK; IE; CREW OXYGEN HAD BEEN TURNED OFF; NO SMOKING AND SEATBELT SIGNS WERE OFF; AND THE EMER EVAC LIGHTS WERE NOT ARMED. THE PRELIMINARY FLT DECK PREPARATION HAD NOT BEEN COMPLETED AT NIGHT WITH PAX LOADED. ADDITIONAL TRAINING FOR GND AND STATION PERSONNEL TO INCLUDE NECESSARY SAFETY CONSIDERATIONS WHEN FLT CREW IS NOT AVAILABLE FOR ACFT BOARDING.
