Narrative:

Based on past pilot reports of inoperable FSS frequencys in me; I asked the pilot of aircraft X to attempt contact with FSS through published FSS rco frequencys on his route of flight. The pilot stated he was unable to make contact on any published frequencys. The pilot was using both a GPS and a pilot computer; which give closest frequencys for FSS to pilot. I also looked up published FSS frequencys in the airport facilities directory and had the pilot try some alternate ones in the area. No contact made with FSS.
