Air carrier X changes call sign to ZZZ. Controllers briefed via a handout -- much confusion during change. Crews missing call sign and controllers stubbornly calling aircraft by air carrier X; etc. No need for confusion as ZZZ call sign exists and company should have just filed ZZZ call sign. Air carrier X needs to file flight plans as ZZZ or use air carrier X radio telephony until such change. Stupid situation that is placing safety into question as pilots and controllers deal with this on the frequency. Many missed calls.
