Narrative:

While working satellite south radar at mci; had AC50 depart mkc for cps; pointed aircraft out to departure east as to climb to 7000 ft. Pointout accepted and climbed aircraft and put on course; per LOA with szl. About 5 NM west of anx; switched aircraft to szl. Prior to switching AC50; had aircraft north of szl at 8000 ft; start flashing at satellite; did not accept handoff until I noted aircraft out of 7800 ft. I only own 6000 ft and below; no coordination had taken place from ZKC. Assumed aircraft was on west heading since no coordination; after I had switched AC50; the BE35 called and appeared to be direct ojc. Advised aircraft that he was descending to 6000 ft; told aircraft to descend to 5000 ft and of traffic 1 O'clock and 10 mi at 7000 ft. I worked other aircraft and noted the BE35's path would take him behind AC50 and it appeared that there was divergence. Worked other aircraft and returned attention to BE35. I did not like the closeness of the 2 aircraft; even though I thought I had divergence. Turned BE35 to 270 degrees; and noted he was out of 6200 ft. Shortly thereafter; I turned BE35 direct ojc. After a short period; I advised supervisor that ZKC and szl had not coordination anything with me and that he needed to discuss this with them. He reviewed playback and advised me that there was loss of separation. He later told me that ZKC had coordination with szl of direct ojc; but szl did not advise them of the AC50 that they had bought handoff on the BE35 was not given an altitude crossing restr of 6000 ft 2 1/2 NM east of mci airspace. Aircraft crossed boundary at 6700 ft on playback. The playback also showed that it was 137 degrees divergence and not 145 degrees; I cannot tell that little od degree. After the fact; I could have expedited descent or turned aircraft (which would have required coordination); but it appeared divergence or crossing restr would have worked.

I ONLY OWN 6000 FT AND BELOW; NO COORD HAD TAKEN PLACE FROM ZKC. ASSUMED ACFT WAS ON W HDG SINCE NO COORD; AFTER I HAD SWITCHED AC50; THE BE35 CALLED AND APPEARED TO BE DIRECT OJC. ADVISED ACFT THAT HE WAS DSNDING TO 6000 FT; TOLD ACFT TO DSND TO 5000 FT AND OF TFC 1 O'CLOCK AND 10 MI AT 7000 FT. I WORKED OTHER ACFT AND NOTED THE BE35'S PATH WOULD TAKE HIM BEHIND AC50 AND IT APPEARED THAT THERE WAS DIVERGENCE. WORKED OTHER ACFT AND RETURNED ATTN TO BE35. I DID NOT LIKE THE CLOSENESS OF THE 2 ACFT; EVEN THOUGH I THOUGHT I HAD DIVERGENCE. TURNED BE35 TO 270 DEGS; AND NOTED HE WAS OUT OF 6200 FT. SHORTLY THEREAFTER; I TURNED BE35 DIRECT OJC. AFTER A SHORT PERIOD; I ADVISED SUPVR THAT ZKC AND SZL HAD NOT COORD ANYTHING WITH ME AND THAT HE NEEDED TO DISCUSS THIS WITH THEM. HE REVIEWED PLAYBACK AND ADVISED ME THAT THERE WAS LOSS OF SEPARATION. HE LATER TOLD ME THAT ZKC HAD COORD WITH SZL OF DIRECT OJC; BUT SZL DID NOT ADVISE THEM OF THE AC50 THAT THEY HAD BOUGHT HDOF ON THE BE35 WAS NOT GIVEN AN ALT XING RESTR OF 6000 FT 2 1/2 NM E OF MCI AIRSPACE. ACFT CROSSED BOUNDARY AT 6700 FT ON PLAYBACK. THE PLAYBACK ALSO SHOWED THAT IT WAS 137 DEGS DIVERGENCE AND NOT 145 DEGS; I CANNOT TELL THAT LITTLE OD DEGREE. AFTER THE FACT; I COULD HAVE EXPEDITED DSCNT OR TURNED ACFT (WHICH WOULD HAVE REQUIRED COORD); BUT IT APPEARED DIVERGENCE OR XING RESTR WOULD HAVE WORKED.
