Narrative:

Just took sector. Numerous landline calls. Trying to radar identify and enter flight plan on VFR pop-up. Climbing aircraft X reference aircraft Y checked flow control to make sure ewr flight called traffic. Thought I climbed aircraft X to FL220. Saw him out of FL222 and asked him to verify level. He replied negative. Took immediate action and turned aircraft to a 270 degree heading. When clear; continued climb and cleared back on course.

Title: ZDC CTLR EXPERIENCED OPERROR AT FL220 BETWEEN TWO CLIMBING ACR'S; ALLEGING DISTR OF ENTERING FLT PLAN FOR VFR TFC AS CAUSAL FACTOR.

THOUGHT I CLBED ACFT X TO FL220. SAW HIM OUT OF FL222 AND ASKED HIM TO VERIFY LEVEL. HE REPLIED NEGATIVE. TOOK IMMEDIATE ACTION AND TURNED ACFT TO A 270 DEG HDG. WHEN CLR; CONTINUED CLB AND CLRED BACK ON COURSE.
