Narrative:

While waiting to depart ZZZ during VMC conditions I witnessed a runway incursion and near collision; between a bonanza V35 and a cirrus. I was second in line for departure behind the bonanza; and monitoring clearance delivery on the remote communication outlet. The bonanza received its IFR clearance from ZZZ1. Clearance on the remote communication outlet located on the field; and immediately taxied across the hold line for runway 23. A VFR cirrus was on short final for runway 23. The bonanza stopped with its nose about halfway out onto the runway at about a 45 degree angle to the runway. The cirrus flew over top of the bonanza and landed; without incident. The planes came within 20-30 ft of each other. It appears that the bonanza pilot was not monitoring the unicom frequency for VFR traffic; and assumed when issued his IFR clearance that he was good to take off. What could be done to prevent this in the future would be for ZZZ1 clearance delivery to remind pilots that even with the clearance they are responsible to avoid VFR traffic in the pattern.

Title: A PILOT REPORTS A NEAR COLLISION BETWEEN AN IFR DEPARTURE HOLDING PARTIALLY ON A RWY AND LNDG TFC. THE IFR DEPARTURE MAY NOT HAVE MONITORED CTAF FREQ FOR LNDG TFC.

Narrative: WHILE WAITING TO DEPART ZZZ DURING VMC CONDITIONS I WITNESSED A RWY INCURSION AND NEAR COLLISION; BTWN A BONANZA V35 AND A CIRRUS. I WAS SECOND IN LINE FOR DEP BEHIND THE BONANZA; AND MONITORING CLRNC DELIVERY ON THE REMOTE COM OUTLET. THE BONANZA RECEIVED ITS IFR CLRNC FROM ZZZ1. CLRNC ON THE REMOTE COM OUTLET LOCATED ON THE FIELD; AND IMMEDIATELY TAXIED ACROSS THE HOLD LINE FOR RWY 23. A VFR CIRRUS WAS ON SHORT FINAL FOR RWY 23. THE BONANZA STOPPED WITH ITS NOSE ABOUT HALFWAY OUT ONTO THE RWY AT ABOUT A 45 DEG ANGLE TO THE RWY. THE CIRRUS FLEW OVER TOP OF THE BONANZA AND LANDED; WITHOUT INCIDENT. THE PLANES CAME WITHIN 20-30 FT OF EACH OTHER. IT APPEARS THAT THE BONANZA PLT WAS NOT MONITORING THE UNICOM FREQ FOR VFR TFC; AND ASSUMED WHEN ISSUED HIS IFR CLRNC THAT HE WAS GOOD TO TAKE OFF. WHAT COULD BE DONE TO PREVENT THIS IN THE FUTURE WOULD BE FOR ZZZ1 CLRNC DELIVERY TO REMIND PLTS THAT EVEN WITH THE CLRNC THEY ARE RESPONSIBLE TO AVOID VFR TFC IN THE PATTERN.
