Narrative:

6 aircraft were in the vicinity of hyi airport; including the conflicting aircraft. All aircraft; except the conflict; were in the traffic pattern for runway 35. The conflict traffic called 5 mi out on the right base for runway 31 (improper direction for pattern on that runway; which is l-hand traffic). The pattern was adjusted by the aircraft in front of us who made a right 360 degree turn to avoid conflict with the opposite runway traffic. We proceeded with our pattern and the right 360 degree traffic (a cirrus SR22) rejoined the pattern behind us. The conflict aircraft citation called final for runway 31 and; even though the aircraft was not in sight; I determined him to not be a factor as we were still on the downwind leg. On short final; I noticed the citation (conflict aircraft) was directly off our nose in a 'back-taxi' on runway 35; that was not announced. Full power was applied and the go around was initiated; however; the airplane's poor climb performance led to a near miss with the ground traffic who was indeed on the wrong runway performing an unannounced back-taxi.

Title: A SMALL ACFT PILOT AT HYI REPORTS AN ACFT LNDG RWY 31 WHEN SIX ACFT ARE LNDG RWY 35. THE JET THEN BACK TAXIED ON RWY 35 UNANNOUNCED ON CTAF AND CAUSED A NMAC AS ACFT EXECUTED A GAR.

THE CONFLICT TFC CALLED 5 MI OUT ON THE R BASE FOR RWY 31 (IMPROPER DIRECTION FOR PATTERN ON THAT RWY; WHICH IS L-HAND TFC). THE PATTERN WAS ADJUSTED BY THE ACFT IN FRONT OF US WHO MADE A R 360 DEG TURN TO AVOID CONFLICT WITH THE OPPOSITE RWY TFC. WE PROCEEDED WITH OUR PATTERN AND THE R 360 DEG TFC (A CIRRUS SR22) REJOINED THE PATTERN BEHIND US. FULL PWR WAS APPLIED AND THE GAR WAS INITIATED; HOWEVER; THE AIRPLANE'S POOR CLB PERFORMANCE LED TO A NEAR MISS WITH THE GND TFC WHO WAS INDEED ON THE WRONG RWY PERFORMING AN UNANNOUNCED BACK-TAXI.
