Narrative:

I had taxied to runway 12. Had completed preflight; checked for any traffic. Saw none; heard none on radio. I delayed taxiing onto runway due to radio issues. I started to taxi onto runway and heard aircraft #2 call landing. He was on very short final. This was the first radio call I heard. I immediately turned 180 degrees and cleared the area. I taxied back on taxiway a about 50 ft. Aircraft #2 continued to land normally. I waited for him to clear the runway and then took off. I stayed in the pattern practicing touch-and-goes. Once back on the ground; I discovered I could receive but not transmit on my radios. This has been corrected. ZZZ is uncontrolled and I believe a radio call a little farther out would have prevented this. Greater diligence on my part would have helped also.

Title: PA28 PILOT REPORTS PULLING ONTO RWY WITHOUT VISUALLY CHECKING FINAL AND NEARLY CAUSING A COLLISION WITH LANDING TWIN.

Narrative: I HAD TAXIED TO RWY 12. HAD COMPLETED PREFLT; CHKED FOR ANY TFC. SAW NONE; HEARD NONE ON RADIO. I DELAYED TAXIING ONTO RWY DUE TO RADIO ISSUES. I STARTED TO TAXI ONTO RWY AND HEARD ACFT #2 CALL LNDG. HE WAS ON VERY SHORT FINAL. THIS WAS THE FIRST RADIO CALL I HEARD. I IMMEDIATELY TURNED 180 DEGS AND CLRED THE AREA. I TAXIED BACK ON TXWY A ABOUT 50 FT. ACFT #2 CONTINUED TO LAND NORMALLY. I WAITED FOR HIM TO CLR THE RWY AND THEN TOOK OFF. I STAYED IN THE PATTERN PRACTICING TOUCH-AND-GOES. ONCE BACK ON THE GND; I DISCOVERED I COULD RECEIVE BUT NOT XMIT ON MY RADIOS. THIS HAS BEEN CORRECTED. ZZZ IS UNCTLED AND I BELIEVE A RADIO CALL A LITTLE FARTHER OUT WOULD HAVE PREVENTED THIS. GREATER DILIGENCE ON MY PART WOULD HAVE HELPED ALSO.
