Narrative:

En route at FL380; received an lgciu 2 fault indication; sent a message to maintenance; and filed write-up in the logbook. During descent and vectors to approach; all phases of flight were normal. Approaching FAF for runway 4R; placed the gear down and had no gear down indications on the ECAM page or annunciator panel. Executed a normal go around and all gear indicated up normally. ECAM status page now indicated gravity gear extend and inoperative page still showed lgciu 2 failure. Coordination with approach for extended vectors to contact maintenance control and dispatch. Maintenance control directed we reset circuit breaker Q35 to reset the lgciu 2 system. Cycled the circuit breaker for 10 seconds and lgciu 2 reset; however; the status page still displayed landing gear gravity extend. Maintenance stated that was normal and should not affect gear extension. Coordination with approach for vectors to runway now; and had dispatch notify ZZZ that we would need the emergency vehicles on the runway. At gear down again; had no indications of gear down on either the ECAM or annunciator and the gear horn was sounding it was not down and locked. Went around again and spoke with maintenance about the problem. Fuel was now at 3700 pounds and I stated to maintenance that we did not have the time to go through a whole system reset. At this time; declared minimum fuel with approach and coordination for vectors to runway 4R; where we would be stopping on the runway and utilize a tow to get to the gate. Approaching the FAF; gravity gear extended in accordance with the aircraft flight manual and received 3 green on the ECAM page via lgciu 1 and the annunciator panel. Still should lgciu 2 failure which also disabled the reverser for the #2 engine. Landed on runway 4R and was able to clear at the end. During this whole time; an emergency was declared with approach and dispatch. Flight attendants were thoroughly briefed on the situation and I stated to them that we would be performing a normal landing; however; we would be towed in due to the system failures. Upon clearing the runway; crash fire rescue equipment vehicles met us and inspected the aircraft and found no leaks. Maintenance then met us with a tug and directed us to activate the yellow hydraulic system to get the gear doors to close for the tow in. Performed all steps as directed by maintenance and was able to reset all system. At this time; the tug was unable to hook up due to a malfunction. After speaking with maintenance; it was going to be about 45 mins until another tug could reach us. I elected at this time to taxi to the gate since all system were operating normally; however; the crash fire rescue equipment vehicles followed us to the gate as a safety measure. At the gate; the flight attendant supervisor met the crew and removed them from the flight for their next leg.

Title: A319 FLT CREW EXPERIENCES LGCIU 2 FAULT REQUIRING GRAVITY EXTENSION OF THE LNDG GEAR. ULTIMATELY LANDS UNDER EMERGENCY CONDITIONS DUE TO INSUFFICIENT FUEL TO COMPLETE TROUBLE SHOOTING.

Narrative: ENRTE AT FL380; RECEIVED AN LGCIU 2 FAULT INDICATION; SENT A MESSAGE TO MAINT; AND FILED WRITE-UP IN THE LOGBOOK. DURING DSCNT AND VECTORS TO APCH; ALL PHASES OF FLT WERE NORMAL. APCHING FAF FOR RWY 4R; PLACED THE GEAR DOWN AND HAD NO GEAR DOWN INDICATIONS ON THE ECAM PAGE OR ANNUNCIATOR PANEL. EXECUTED A NORMAL GAR AND ALL GEAR INDICATED UP NORMALLY. ECAM STATUS PAGE NOW INDICATED GRAVITY GEAR EXTEND AND INOP PAGE STILL SHOWED LGCIU 2 FAILURE. COORD WITH APCH FOR EXTENDED VECTORS TO CONTACT MAINT CTL AND DISPATCH. MAINT CTL DIRECTED WE RESET CIRCUIT BREAKER Q35 TO RESET THE LGCIU 2 SYS. CYCLED THE CIRCUIT BREAKER FOR 10 SECONDS AND LGCIU 2 RESET; HOWEVER; THE STATUS PAGE STILL DISPLAYED LNDG GEAR GRAVITY EXTEND. MAINT STATED THAT WAS NORMAL AND SHOULD NOT AFFECT GEAR EXTENSION. AT GEAR DOWN AGAIN; HAD NO INDICATIONS OF GEAR DOWN ON EITHER THE ECAM OR ANNUNCIATOR AND THE GEAR HORN WAS SOUNDING IT WAS NOT DOWN AND LOCKED. WENT AROUND AGAIN AND SPOKE WITH MAINT ABOUT THE PROB. FUEL WAS NOW AT 3700 LBS AND I STATED TO MAINT THAT WE DID NOT HAVE THE TIME TO GO THROUGH A WHOLE SYS RESET. AT THIS TIME; DECLARED MINIMUM FUEL WITH APCH AND COORD FOR VECTORS TO RWY 4R; WHERE WE WOULD BE STOPPING ON THE RWY AND UTILIZE A TOW TO GET TO THE GATE. APCHING THE FAF; GRAVITY GEAR EXTENDED IN ACCORDANCE WITH THE ACFT FLT MANUAL AND RECEIVED 3 GREEN ON THE ECAM PAGE VIA LGCIU 1 AND THE ANNUNCIATOR PANEL. STILL SHOULD LGCIU 2 FAILURE WHICH ALSO DISABLED THE REVERSER FOR THE #2 ENG. LANDED ON RWY 4R AND WAS ABLE TO CLR AT THE END. DURING THIS WHOLE TIME; AN EMER WAS DECLARED WITH APCH AND DISPATCH. FLT ATTENDANTS WERE THOROUGHLY BRIEFED ON THE SITUATION AND I STATED TO THEM THAT WE WOULD BE PERFORMING A NORMAL LNDG; HOWEVER; WE WOULD BE TOWED IN DUE TO THE SYS FAILURES. UPON CLRING THE RWY; CFR VEHICLES MET US AND INSPECTED THE ACFT AND FOUND NO LEAKS. MAINT THEN MET US WITH A TUG AND DIRECTED US TO ACTIVATE THE YELLOW HYD SYS TO GET THE GEAR DOORS TO CLOSE FOR THE TOW IN. PERFORMED ALL STEPS AS DIRECTED BY MAINT AND WAS ABLE TO RESET ALL SYS. AT THIS TIME; THE TUG WAS UNABLE TO HOOK UP DUE TO A MALFUNCTION. AFTER SPEAKING WITH MAINT; IT WAS GOING TO BE ABOUT 45 MINS UNTIL ANOTHER TUG COULD REACH US. I ELECTED AT THIS TIME TO TAXI TO THE GATE SINCE ALL SYS WERE OPERATING NORMALLY; HOWEVER; THE CFR VEHICLES FOLLOWED US TO THE GATE AS A SAFETY MEASURE. AT THE GATE; THE FLT ATTENDANT SUPVR MET THE CREW AND REMOVED THEM FROM THE FLT FOR THEIR NEXT LEG.
