Narrative:

We were being vectored to intercept the ILS at ZZZ. Captain called for flaps 1 degree. We observed an amber leading edge flaps and an amber leading edge flaps disagreement on the EICAS. Flaps were indicating between up and 1 degree and had stopped extending. We declared emergency with approach. I ran the QRH procedure as captain flew aircraft. We followed QRH procedure and were unable to operate leading edge slats due to asymmetry. Procedure had us extend trailing edge flaps alternately. We landed using 20 degrees flaps as per QRH. Landing was normal.
