Narrative:

I was working departure east radar when aircraft X checked in on my frequency. Aircraft X was filed to go out one of the western departure gates and should have been on the departure west frequency in accordance with the mem 7 departure procedure. I instructed aircraft X to contact the west departure controller on the appropriate frequency. On this occasion; nothing out of the ordinary occurred; but in the past this has led to problems including operrors; one of which was nearly a midair collision. Hopefully; someone will do something about the poorly written and displayed mem 7 departure before something even worse and more tragic happens.

Title: MEM DEP CTLR DESCRIBED EVENT WHEN DEP ACFT ESTABLISHED CONTACT ON THE WRONG DEP FREQ.

Narrative: I WAS WORKING DEP E RADAR WHEN ACFT X CHKED IN ON MY FREQ. ACFT X WAS FILED TO GO OUT ONE OF THE WESTERN DEP GATES AND SHOULD HAVE BEEN ON THE DEP W FREQ IN ACCORDANCE WITH THE MEM 7 DEP PROC. I INSTRUCTED ACFT X TO CONTACT THE W DEP CTLR ON THE APPROPRIATE FREQ. ON THIS OCCASION; NOTHING OUT OF THE ORDINARY OCCURRED; BUT IN THE PAST THIS HAS LED TO PROBS INCLUDING OPERRORS; ONE OF WHICH WAS NEARLY A MIDAIR COLLISION. HOPEFULLY; SOMEONE WILL DO SOMETHING ABOUT THE POORLY WRITTEN AND DISPLAYED MEM 7 DEP BEFORE SOMETHING EVEN WORSE AND MORE TRAGIC HAPPENS.
