Narrative:

Maintenance requested a deferral for lightning damage to the right wingtip diverter strip per the structural repair manual. Was told damage was 2 inches by 0.16 inches deep. Told mechanic it needed to have an aspect ratio of 20 or better. Was not told that the blending was not performed. Upon arrival into ZZZ; maintenance found it to be out of limits; engineering then wrote an engineering authority/authorized to blend as required and correct the situation. Item corrected in ZZZ the same day. Structural repair manual was not interpreted correctly. It seemed to be a gray area as to the way the mechanic described the problem.

Title: A MAINT CTLR IS INFORMED BY A DOWNLINE MAINT STATION THAT THE REQUIRED BLENDING OF LIGHTNING DAMAGE TO THE RIGHT WINGTIP DIVERTER STRIP HAD NOT BEEN ACCOMPLISHED PRIOR TO HIS MEL DEFERRAL.

TOLD MECH IT NEEDED TO HAVE AN ASPECT RATIO OF 20 OR BETTER. WAS NOT TOLD THAT THE BLENDING WAS NOT PERFORMED. UPON ARR INTO ZZZ; MAINT FOUND IT TO BE OUT OF LIMITS; ENGINEERING THEN WROTE AN ENGINEERING AUTH TO BLEND AS REQUIRED AND CORRECT THE SITUATION. ITEM CORRECTED IN ZZZ THE SAME DAY. STRUCTURAL REPAIR MANUAL WAS NOT INTERPED CORRECTLY. IT SEEMED TO BE A GRAY AREA AS TO THE WAY THE MECH DESCRIBED THE PROB.
