Pilot write-up; subsequently deferred: 'in-flight recirculation fan in flight deck too loud; difficult to communication in-flight making it unsafe.' amt checked parts for replacement fan. Amt checked maintenance tip for company accomplishment. Engineering order accomplished after gaining access to recirculation fan; amt found new fan was installed per the engineering order but the new fan did not have the restrictor plate installed; which is the point of the engineering order. This restrictor plate muffles the noise of the new fan. Amt ordered new fan; which had the restrictor plate installed.

Title: MECHANIC REPLACING A RECIRC FAN FOR EXCESSIVE LOUD COCKPIT NOISE ON A DEFERRED WRITE-UP FOR A B757-200; REALIZES A NEW FAN WAS ALREADY INSTALLED; BUT DID NOT HAVE THE REQUIRED RESTRICTOR PLATE TO MUFFLE THE FAN NOISE.

ENGINEERING ORDER ACCOMPLISHED AFTER GAINING ACCESS TO RECIRCULATION FAN; AMT FOUND NEW FAN WAS INSTALLED PER THE ENGINEERING ORDER BUT THE NEW FAN DID NOT HAVE THE RESTRICTOR PLATE INSTALLED; WHICH IS THE POINT OF THE ENGINEERING ORDER. THIS RESTRICTOR PLATE MUFFLES THE NOISE OF THE NEW FAN. AMT ORDERED NEW FAN; WHICH HAD THE RESTRICTOR PLATE INSTALLED.
