Narrative:

South of mty VOR; the captain sent an ACARS message to dispatch. He indicated that they were not being provided separation and that only spanish speaking crews were getting through to the ATC controller working that sector. This happened on the flight plan between slp and nld VOR's. Captain said the controller was mixing company call signs with other numbers and altitudes as well as transposing radio frequencys. He said 'our only hope was TCAS.' he said he was very close to declaring an emergency. He indicated this was happening to at least 'a half dozen' other flts and was able to give the company ATC coordinator some call signs from other carriers. This incident was reported to the other dispatcher working mexico and handed over to company management immediately.

Title: DISPATCHER ADVISES COMPANY FLTS AT MMMY WERE NOT BEING PROVIDED ATC SERVICE; POSSIBLY DUE TO LANGUAGE BARRIER.

Narrative: S OF MTY VOR; THE CAPT SENT AN ACARS MESSAGE TO DISPATCH. HE INDICATED THAT THEY WERE NOT BEING PROVIDED SEPARATION AND THAT ONLY SPANISH SPEAKING CREWS WERE GETTING THROUGH TO THE ATC CTLR WORKING THAT SECTOR. THIS HAPPENED ON THE FLT PLAN BTWN SLP AND NLD VOR'S. CAPT SAID THE CTLR WAS MIXING COMPANY CALL SIGNS WITH OTHER NUMBERS AND ALTS AS WELL AS TRANSPOSING RADIO FREQS. HE SAID 'OUR ONLY HOPE WAS TCAS.' HE SAID HE WAS VERY CLOSE TO DECLARING AN EMER. HE INDICATED THIS WAS HAPPENING TO AT LEAST 'A HALF DOZEN' OTHER FLTS AND WAS ABLE TO GIVE THE COMPANY ATC COORDINATOR SOME CALL SIGNS FROM OTHER CARRIERS. THIS INCIDENT WAS RPTED TO THE OTHER DISPATCHER WORKING MEXICO AND HANDED OVER TO COMPANY MGMNT IMMEDIATELY.
