Narrative:

Established on final approach course ILS runway 22 at ZZZ; outside of the marker at 180 KIAS; flaps 11 degrees. Called for flaps 15 degrees coming up on GS. Flaps did not come down from 11 degrees with handle at 15 degree position. Division of duties established between captain (PF and radios) and first officer (QRH). After leveling at assigned missed approach altitude (3000 ft) and heading; requested and obtained vector to ZZZ2 for a long runway. QRH abnormal flap confign procedures complied with; flight attendants and passenger notified of flap confign requiring longer runway and diversion to ZZZ2; dispatcher sent ACARS of divert intention. Emergency was not declared; as fuel state was adequate and acceptable given the excellent vector to final approach ILS. When asked by approach (tower?) if emergency vehicles requested; responded 'affirmative; at the rollout end of the runway.' flew QRH non-normal confign approach/threshold speed to a soft touchdown; normal rollout and exit right turn on taxiway. Vehicles thanked and dismissed. Continued to gate (fuel 6.5). Passenger deplaned for bus ride to ZZZ.
