Narrative:

On approach to landing at ZZZ and 5 mi out I observed an aircraft that appeared to be turning base for ZZZ. I altered course to the west to give clearance. Then at 3 mi the other aircraft began turning south into my flight path. I had to make a +60 degree bank to the south to avoid a collision. When I rolled out we were at the same altitude and heading south approximately 300 ft apart. I then tried to contact other aircraft on ZZZ frequency of 123.0 and 122.75. No response or wing rock to acknowledge my radio calls. I then climbed to 2500 ft and turned north to return to ZZZ. As I leveled out I saw that the other plane had also turned north and was approximately 500 ft beneath me. At this time I continued my climb while following the other pilot and maintaining my position and holding him in my sight at my 11 O'clock position. I followed him through 3 turns and then I departed to the west at 3700-4000 ft. This incident could have been avoided if the other aircraft would monitor ZZZ frequency of 123.0 when operating within the approach path for ZZZ.

Title: A PILOT REPORTS A NEAR MISS WITH AN ACFT MANEUVERING NEAR CTAF 15FL WHEN THE OTHER ACFT WAS NOT MONITORING THE APPROPRIATE FREQUENCY.

Narrative: ON APCH TO LNDG AT ZZZ AND 5 MI OUT I OBSERVED AN ACFT THAT APPEARED TO BE TURNING BASE FOR ZZZ. I ALTERED COURSE TO THE W TO GIVE CLRNC. THEN AT 3 MI THE OTHER ACFT BEGAN TURNING S INTO MY FLT PATH. I HAD TO MAKE A +60 DEG BANK TO THE S TO AVOID A COLLISION. WHEN I ROLLED OUT WE WERE AT THE SAME ALT AND HDG S APPROX 300 FT APART. I THEN TRIED TO CONTACT OTHER ACFT ON ZZZ FREQ OF 123.0 AND 122.75. NO RESPONSE OR WING ROCK TO ACKNOWLEDGE MY RADIO CALLS. I THEN CLBED TO 2500 FT AND TURNED N TO RETURN TO ZZZ. AS I LEVELED OUT I SAW THAT THE OTHER PLANE HAD ALSO TURNED N AND WAS APPROX 500 FT BENEATH ME. AT THIS TIME I CONTINUED MY CLB WHILE FOLLOWING THE OTHER PLT AND MAINTAINING MY POS AND HOLDING HIM IN MY SIGHT AT MY 11 O'CLOCK POS. I FOLLOWED HIM THROUGH 3 TURNS AND THEN I DEPARTED TO THE W AT 3700-4000 FT. THIS INCIDENT COULD HAVE BEEN AVOIDED IF THE OTHER ACFT WOULD MONITOR ZZZ FREQ OF 123.0 WHEN OPERATING WITHIN THE APCH PATH FOR ZZZ.
