Narrative:

At approximately XA12 the first officer's forward window started arcing. We ran the checklist and secured the heater to that window. While completing the checklist there was a loud pop and the window shattered the outer pane to all four corners. We started slowing the aircraft; donned our oxygen masks and goggles and started a rapid descent. Center was informed we were declaring an emergency and we were asked if we wanted to divert. The captain decided divert to ZZZ. Our jumpseater helped by contacting dispatch on the airphone then tried to contact ZZZ operations. We were given clearance to descend to 6000 ft and proceed direct to ZZZ. We received the local altimeter from center and the current ATIS for ZZZ. We elected to shoot the ILS ZZZ on suggestion from ZZZ approach. We executed the approach checklist after setting up the cockpit for the approach. Then we received vectors for the straight-in for the ILS to runway 12R. We decided to transfer controls to the captain for the landing due to the reduced visibility on the first officer's side. We shot the approach and had an uneventful landing and taxied the aircraft to the ramp.

Title: A B757-200 CREW RPTS AFTER ARCING; THE FO'S WINDOW SHATTERED AT FL350. AN EMER WAS DECLARED AND THE FLT DIVERTED FOR AN EMER LNDG.

Narrative: AT APPROXIMATELY XA12 THE FO'S FORWARD WINDOW STARTED ARCING. WE RAN THE CHKLIST AND SECURED THE HEATER TO THAT WINDOW. WHILE COMPLETING THE CHKLIST THERE WAS A LOUD POP AND THE WINDOW SHATTERED THE OUTER PANE TO ALL FOUR CORNERS. WE STARTED SLOWING THE ACFT; DONNED OUR OXYGEN MASKS AND GOGGLES AND STARTED A RAPID DSCNT. CENTER WAS INFORMED WE WERE DECLARING AN EMER AND WE WERE ASKED IF WE WANTED TO DIVERT. THE CAPT DECIDED DIVERT TO ZZZ. OUR JUMPSEATER HELPED BY CONTACTING DISPATCH ON THE AIRPHONE THEN TRIED TO CONTACT ZZZ OPS. WE WERE GIVEN CLRNC TO DSND TO 6000 FT AND PROCEED DIRECT TO ZZZ.
