Narrative:

I am concerned regarding movement of helicopters and fixed wing aircraft in the same area of the ramp while under control by different controllers. The controllers do not appear to be coordinating their efforts with each other. The specific location is adjacent to txwys K4 and K5 (spot xx) in the non-movement area at slc. On a recent flight I called for taxi from the hangar which is just north of the east side fire station. The ground controller cleared me to taxi to runway 35 but was unaware of a training helicopter in the non-movement area which was blocking my path (low hover) to taxiway K. I transmitted to ground that my path was blocked. Ground asked what the helicopter was doing. About this time the helicopter began his takeoff from the non-movement area. Apparently the helicopter was talking to the tower controller not having a requirement to talk to ground. I have learned to move very cautiously to and from the ramp because of the possible presence of unannounced helicopters. I recommend that the slc tower create procedures which will incorporate coordination of airborne aircraft with ground aircraft to locations on the east side of slc.

Title: SMT PLT VOICED CONCERN REGARDING HELI ACTIVITY CONFLICTING WITH ASSIGNED TAXI RTE; ALLEGING FAILED COORD BETWEEN LCL AND GND CTLRS.

Narrative: I AM CONCERNED REGARDING MOVEMENT OF HELIS AND FIXED WING ACFT IN THE SAME AREA OF THE RAMP WHILE UNDER CTL BY DIFFERENT CTLRS. THE CTLRS DO NOT APPEAR TO BE COORDINATING THEIR EFFORTS WITH EACH OTHER. THE SPECIFIC LOCATION IS ADJACENT TO TXWYS K4 AND K5 (SPOT XX) IN THE NON-MOVEMENT AREA AT SLC. ON A RECENT FLT I CALLED FOR TAXI FROM THE HANGAR WHICH IS JUST N OF THE E SIDE FIRE STATION. THE GND CTLR CLRED ME TO TAXI TO RWY 35 BUT WAS UNAWARE OF A TRAINING HELI IN THE NON-MOVEMENT AREA WHICH WAS BLOCKING MY PATH (LOW HOVER) TO TXWY K. I XMITTED TO GND THAT MY PATH WAS BLOCKED. GND ASKED WHAT THE HELI WAS DOING. ABOUT THIS TIME THE HELI BEGAN HIS TKOF FROM THE NON-MOVEMENT AREA. APPARENTLY THE HELI WAS TALKING TO THE TWR CTLR NOT HAVING A REQUIREMENT TO TALK TO GND. I HAVE LEARNED TO MOVE VERY CAUTIOUSLY TO AND FROM THE RAMP BECAUSE OF THE POSSIBLE PRESENCE OF UNANNOUNCED HELIS. I RECOMMEND THAT THE SLC TWR CREATE PROCS WHICH WILL INCORPORATE COORD OF AIRBORNE ACFT WITH GND ACFT TO LOCATIONS ON THE E SIDE OF SLC.
