Narrative:

Approximately 250 miles northeast of ZZZ first officer's forward windscreen failed; ie; bonding material between inner and outer pane began to burn in an approximately 12 inch l-shape in upper right corner. Then we watched as a second line burned down from the top of the windscreen approximately 7 inches in the center. We declared an emergency; descended to a lower altitude; jettsoned fuel down to maximum landing weight. Landing at ZZZ was uneventful. No further deterioration to window observed.

Title: B777 FO'S WINDSCREEN FAILED DURING CRUISE. EMER DECLARED AND FLT DIVERTED TO NEAREST SUITABLE ARPT.

Narrative: APPROX 250 MILES NE OF ZZZ FO'S FORWARD WINDSCREEN FAILED; IE; BONDING MATERIAL BETWEEN INNER AND OUTER PANE BEGAN TO BURN IN AN APPROX 12 INCH L-SHAPE IN UPPER RIGHT CORNER. THEN WE WATCHED AS A SECOND LINE BURNED DOWN FROM THE TOP OF THE WINDSCREEN APPROX 7 INCHES IN THE CENTER. WE DECLARED AN EMER; DESCENDED TO A LOWER ALT; JETTSONED FUEL DOWN TO MAX LNDG WT. LNDG AT ZZZ WAS UNEVENTFUL. NO FURTHER DETERIORATION TO WINDOW OBSERVED.
