Narrative:

During the approach phase of flight into atl on the honie 3 arrival; ATC instructed us to cross the tiroe intersection at 14000 ft and 250 KTS. ATC also told us to expect an ILS prm to runway 28. Approximately 1-2 NM from the tiroe intersection; ATC instructed us to depart the tiroe intersection on a heading of 030 degrees and to now expect an ILS prm approach to runway 26R. We complied with ATC's instructions and quickly reloaded the ILS for runway 26R into the FMS and briefed the new approach. Just after passing the tiroe intersection; ATC asked for our indicated airspeed. We replied that we were at 290 KIAS and slowing to 250 KIAS. ATC then asked if we were assigned 250 KIAS after tiroe. We advised ATC that we were; and we were; slowing to 250 KIAS. A factor that led to this airspeed deviation was the fact that our planned approach and arrival was changed just before the tiroe intersection; creating a high workload when it was not expected. Last min runway changes have become common since a 5TH runway and RNAV arrs have been implemented in atl. Although this does increase the potential for a higher rate of ATC deviations; I have noticed many primary airports in class B airspace utilize last min runway changes; so increased vigilance to ATC instructions also have to be utilized by flight crews.

WE COMPLIED WITH ATC'S INSTRUCTIONS AND QUICKLY RELOADED THE ILS FOR RWY 26R INTO THE FMS AND BRIEFED THE NEW APCH. JUST AFTER PASSING THE TIROE INTXN; ATC ASKED FOR OUR INDICATED AIRSPD. WE REPLIED THAT WE WERE AT 290 KIAS AND SLOWING TO 250 KIAS. ATC THEN ASKED IF WE WERE ASSIGNED 250 KIAS AFTER TIROE. WE ADVISED ATC THAT WE WERE; AND WE WERE; SLOWING TO 250 KIAS. ALTHOUGH THIS DOES INCREASE THE POTENTIAL FOR A HIGHER RATE OF ATC DEVS; I HAVE NOTICED MANY PRIMARY ARPTS IN CLASS B AIRSPACE UTILIZE LAST MIN RWY CHANGES; SO INCREASED VIGILANCE TO ATC INSTRUCTIONS ALSO HAVE TO BE UTILIZED BY FLT CREWS.
