Narrative:

While on short final to land on runway 16; an airport truck pulled onto the runway to conduct a 'runway sweep.' I made a radio call that I was on short final and began a go around. I had full flaps (40 degrees) and was heavy; so I remained in ground effect over the runway to accelerate. As I approached the truck I began a climb and a slight turn to the left. After passing the truck and climbing on upwind; the driver of the truck made a radio call to the effect of: 'aircraft that just passed over me; what were you doing? You scared the heck out me!' I replied that I had made several calls in the pattern and he pulled onto the runway in front of me; so I had to go around. He began to argue that I never made any radio calls and that he made a radio call before he pulled out and as he pulled out onto the runway. I told him that I never heard any radio calls from him. Then a cherokee in the pattern called and said he never heard anything from the truck; and a saratoga that was approaching from the south stated he never heard anything from the truck also. After landing; the guy in the truck came over and apologized. He stated that prior to my response to 'what were you doing?' he didn't hear any of the other planes and he wasn't sure why his radio didn't work.

Title: C172 FORCED TO MAKE A GAR DUE TO ARPT TRUCK ENTERING RWY AT AN UNCONTROLLED FIELD.

Narrative: WHILE ON SHORT FINAL TO LAND ON RWY 16; AN ARPT TRUCK PULLED ONTO THE RWY TO CONDUCT A 'RWY SWEEP.' I MADE A RADIO CALL THAT I WAS ON SHORT FINAL AND BEGAN A GAR. I HAD FULL FLAPS (40 DEGS) AND WAS HVY; SO I REMAINED IN GND EFFECT OVER THE RWY TO ACCELERATE. AS I APCHED THE TRUCK I BEGAN A CLB AND A SLIGHT TURN TO THE L. AFTER PASSING THE TRUCK AND CLBING ON UPWIND; THE DRIVER OF THE TRUCK MADE A RADIO CALL TO THE EFFECT OF: 'ACFT THAT JUST PASSED OVER ME; WHAT WERE YOU DOING? YOU SCARED THE HECK OUT ME!' I REPLIED THAT I HAD MADE SEVERAL CALLS IN THE PATTERN AND HE PULLED ONTO THE RWY IN FRONT OF ME; SO I HAD TO GO AROUND. HE BEGAN TO ARGUE THAT I NEVER MADE ANY RADIO CALLS AND THAT HE MADE A RADIO CALL BEFORE HE PULLED OUT AND AS HE PULLED OUT ONTO THE RWY. I TOLD HIM THAT I NEVER HEARD ANY RADIO CALLS FROM HIM. THEN A CHEROKEE IN THE PATTERN CALLED AND SAID HE NEVER HEARD ANYTHING FROM THE TRUCK; AND A SARATOGA THAT WAS APCHING FROM THE S STATED HE NEVER HEARD ANYTHING FROM THE TRUCK ALSO. AFTER LNDG; THE GUY IN THE TRUCK CAME OVER AND APOLOGIZED. HE STATED THAT PRIOR TO MY RESPONSE TO 'WHAT WERE YOU DOING?' HE DIDN'T HEAR ANY OF THE OTHER PLANES AND HE WASN'T SURE WHY HIS RADIO DIDN'T WORK.
