Narrative:

South operation; converging runway display aid; crda (ghosting) in use. In order to maintain separation per mem tower orders; controllers are required to violate speed control provision of 7110.65 which mandates that ATC is not to issue speed adjustments to aircraft inside the FAF or within 5 mi of the runway; whichever is closer. In order to make this ill-conceived operation work; both local #2 and local #3 controllers have got to make speed adjustments based on the speed of the corresponding traffic landing on the converging runway. In addition to violating the 7110.65; this has added a huge amount of workload to the already busy LC2 position; potentially forcing a controller to miss other things like runway exiting instructions to other traffic. It appears little or not thought was given to the effect the wind would have on the 90 degree difference in headings of the aircraft involved and the burden to overcome this shortcoming now falls on the local controllers instead of the final as also mandated by the 7110.65.

Title: MEM TWR CTLR VOICED CONCERN REGARDING NEW CONVERGING RUNWAY DISPLAY AID (CRDA) PROCS THAT ALLEGEDLY CONFLICT WITH ORDER 7110.65.

Narrative: S OP; CONVERGING RWY DISPLAY AID; CRDA (GHOSTING) IN USE. IN ORDER TO MAINTAIN SEPARATION PER MEM TWR ORDERS; CTLRS ARE REQUIRED TO VIOLATE SPD CTL PROVISION OF 7110.65 WHICH MANDATES THAT ATC IS NOT TO ISSUE SPD ADJUSTMENTS TO ACFT INSIDE THE FAF OR WITHIN 5 MI OF THE RWY; WHICHEVER IS CLOSER. IN ORDER TO MAKE THIS ILL-CONCEIVED OP WORK; BOTH LCL #2 AND LCL #3 CTLRS HAVE GOT TO MAKE SPD ADJUSTMENTS BASED ON THE SPD OF THE CORRESPONDING TFC LNDG ON THE CONVERGING RWY. IN ADDITION TO VIOLATING THE 7110.65; THIS HAS ADDED A HUGE AMOUNT OF WORKLOAD TO THE ALREADY BUSY LC2 POS; POTENTIALLY FORCING A CTLR TO MISS OTHER THINGS LIKE RWY EXITING INSTRUCTIONS TO OTHER TFC. IT APPEARS LITTLE OR NOT THOUGHT WAS GIVEN TO THE EFFECT THE WIND WOULD HAVE ON THE 90 DEG DIFFERENCE IN HDGS OF THE ACFT INVOLVED AND THE BURDEN TO OVERCOME THIS SHORTCOMING NOW FALLS ON THE LCL CTLRS INSTEAD OF THE FINAL AS ALSO MANDATED BY THE 7110.65.
