Narrative:

CRJ7; on approach to runway 8; was informed about traffic that would be going into position runway 15. B738 took that to mean for him and read back 'runway 15; position and hold' was informed that was for CRJ7 and then was instructed 'runway 15 position and hold.' this requirement to inform arriving aircraft of aircraft holding on a different runway is new. This incident shows that this new procedure is flawed and has the possibility of increasing; not decreasing the possibility of a land over incident or a runway incursion.

Title: BUR CTLR EXPRESSED CONCERN REGARDING NEW PROC REQUIRING ISSUANCE OF ACFT IN POS INFO; NOTING FLAWS OF NEW PROC.

Narrative: CRJ7; ON APCH TO RWY 8; WAS INFORMED ABOUT TFC THAT WOULD BE GOING INTO POS RWY 15. B738 TOOK THAT TO MEAN FOR HIM AND READ BACK 'RWY 15; POS AND HOLD' WAS INFORMED THAT WAS FOR CRJ7 AND THEN WAS INSTRUCTED 'RWY 15 POS AND HOLD.' THIS REQUIREMENT TO INFORM ARRIVING ACFT OF ACFT HOLDING ON A DIFFERENT RWY IS NEW. THIS INCIDENT SHOWS THAT THIS NEW PROC IS FLAWED AND HAS THE POSSIBILITY OF INCREASING; NOT DECREASING THE POSSIBILITY OF A LAND OVER INCIDENT OR A RWY INCURSION.
