Narrative:

The palm beach 4 SID states /east; /F; and /G equipped turbojets to climb on 96 degree course to wende then fly heading 95 degrees. Since at least 11/2004; a NOTAM has been out to disregard wende. Today a C56X stated he was at wende and was going to start his left turn. I informed him to disregard that portion of the SID and that a NOTAM had been issued on it as well. While in the old days 1 degree may not have done much; today it could have caused a deal; and possibly led to disciplinary action. Pilots constantly ask about what to do after wende. It seems something could have been done to remove wende and the associated instructions in well over 2 years time.
