Narrative:

After crew briefing; first officer reset altitude alerter from 1500 ft to 2000FT. Change was not announced and I did not catch it. We were required to wait for a while for takeoff clearance due to numerous aircraft ahead of us. The time between the takeoff briefing and actual takeoff was (obviously) more than enough to forget the 1500 ft restriction mandated by the SID. Teb takeoffs require noise abatement procedures; which result in high initial rates of climb. Climbed through 1500 ft due to mis-set altitude alerter. Pilots familiar with this airport are probably adept with dealing with this departure. Pilots that do not frequent teb are at a severe disadvantage. Requiring a level-off at 1500 ft (noise abatement takeoffs are normally continued to 3000 ft AGL) during a high-rate-of-climb departure; while dealing with an ATC handoff is unrealistic. This procedure is excessively complex during a period of high crew workload. The opportunity to misread the procedure is easily apparent. Either the 1500 ft restr should be removed (probably not practical due to ewr traffic) or the 'maintain 2000 ft' portion should be amended to require the climb above 1500 ft well away from teb.

Title: FALCON DA20 FLT CREW HAS AN ALT DEV DURING TEB 5 DEP.

Narrative: AFTER CREW BRIEFING; F/O RESET ALTITUDE ALERTER FROM 1500 FT TO 2000FT. CHANGE WAS NOT ANNOUNCED AND I DID NOT CATCH IT. WE WERE REQUIRED TO WAIT FOR A WHILE FOR TAKEOFF CLEARANCE DUE TO NUMEROUS ACFT AHEAD OF US. THE TIME BETWEEN THE TAKEOFF BRIEFING AND ACTUAL TAKEOFF WAS (OBVIOUSLY) MORE THAN ENOUGH TO FORGET THE 1500 FT RESTRICTION MANDATED BY THE SID. TEB TAKEOFFS REQUIRE NOISE ABATEMENT PROCS; WHICH RESULT IN HIGH INITIAL RATES OF CLIMB. CLIMBED THROUGH 1500 FT DUE TO MIS-SET ALTITUDE ALERTER. PLTS FAMILIAR WITH THIS ARPT ARE PROBABLY ADEPT WITH DEALING WITH THIS DEP. PLTS THAT DO NOT FREQUENT TEB ARE AT A SEVERE DISADVANTAGE.
