Narrative:

Just prior to passing over psp we smelt a burnt odor coming from the captain's vent that appeared intermittently. We proceeded per the air conditioning smoke QRH. Coordination with phx and based on the situation and aircraft history the left pack was left shut down. No smoke was smelt after the left pack was shut down. The problem being isolated we returned to phx and went into holding to burn fuel down. During holding we also noticed in the left corner of the captain's fwd window that there had been some arcing and suspect that may have actually been a contributing cause.
