Narrative:

I did not know a conditional inspection was required. Mr X in maintenance control didn't mention it either. But we did inspect the aircraft for blue streaks; and blue fluid from belly drains; but didn't find any. I cleaned up the fluid the best I could and had the ramp service the lavatory while I had the shroud off and didn't see anything leaking. Also the area on top of the tank was spotless; no sign of any leaks. The fluid was clean and only under the tank. I suspect the lavatory may have been over svced and cleaned up sometime prior due to 2 previous write-ups in the last 60 days. The fluid would then be residual fluid. The maintenance controller and I talked about it; and I told him what I was doing and he said it was 'solid maintenance.' no mention of a conditional inspection.
