Narrative:

On sep/fri/06; I worked the noted task cards on aircraft X. The technician asked me what needed to be opened up for the inspection on the L1 door. After reading the entire task card it seemed like we should open the structure surround panels and remove the liner. I called my lead and the inspection trainer was on duty that night also. We all agreed that the liners and panels covering the surrounding structure should be removed. The following day I came on duty and job inspection X was posted on the bulletin board. Shift had a verbal message for me from management that no panel were supposed to be opened. I sent the following message to supervisor. I arrived on shift and found that there was some discussion regarding the removal of panels and liners from the entry door areas on aircraft X. Job inspection X was posted on the bulletin board. Shift lead brought this to my attention when I arrived. Per the job inspection there was no panels listed on task card Y therefore no panels should have been opened. My first call of the night last night was from the technician working task card Y step 1C. His question was; 'what needs to be opened to prepare for the inspection?' the note at the top of the task card refers to Z. I called my lead and our ojti was here also so we looked at all the information and even went to the corrosion prevention manual and found it would be impossible to buy step 1D per the graphics without opening the panels. There will be more of these in the future so we need some help on interpretation. His reply was: 'inspection area is defined by the access provided. All panel access requirements are defined in the task card header. Panel removal is not required if there are no panel listed in the header.' tonight I did the inspection as directed by my manager; but I was not comfortable doing it.

SHIFT HAD A VERBAL MESSAGE FOR ME FROM MGMNT THAT NO PANEL WERE SUPPOSED TO BE OPENED. I SENT THE FOLLOWING MESSAGE TO SUPVR. I ARRIVED ON SHIFT AND FOUND THAT THERE WAS SOME DISCUSSION REGARDING THE REMOVAL OF PANELS AND LINERS FROM THE ENTRY DOOR AREAS ON ACFT X. JOB INSPECTION X WAS POSTED ON THE BULLETIN BOARD. SHIFT LEAD BROUGHT THIS TO MY ATTN WHEN I ARRIVED. PER THE JOB INSPECTION THERE WAS NO PANELS LISTED ON TASK CARD Y THEREFORE NO PANELS SHOULD HAVE BEEN OPENED. MY FIRST CALL OF THE NIGHT LAST NIGHT WAS FROM THE TECHNICIAN WORKING TASK CARD Y STEP 1C. HIS QUESTION WAS; 'WHAT NEEDS TO BE OPENED TO PREPARE FOR THE INSPECTION?' THE NOTE AT THE TOP OF THE TASK CARD REFERS TO Z. I CALLED MY LEAD AND OUR OJTI WAS HERE ALSO SO WE LOOKED AT ALL THE INFO AND EVEN WENT TO THE CORROSION PREVENTION MANUAL AND FOUND IT WOULD BE IMPOSSIBLE TO BUY STEP 1D PER THE GRAPHICS WITHOUT OPENING THE PANELS. THERE WILL BE MORE OF THESE IN THE FUTURE SO WE NEED SOME HELP ON INTERP. HIS REPLY WAS: 'INSPECTION AREA IS DEFINED BY THE ACCESS PROVIDED. ALL PANEL ACCESS REQUIREMENTS ARE DEFINED IN THE TASK CARD HEADER. PANEL REMOVAL IS NOT REQUIRED IF THERE ARE NO PANEL LISTED IN THE HEADER.' TONIGHT I DID THE INSPECTION AS DIRECTED BY MY MGR; BUT I WAS NOT COMFORTABLE DOING IT.
