Narrative:
Passenger was on cell phone during descent to make a call. I told him to turn it off and he was extremely defensive and argumentative. The arguing and verbal abuse continued on the ground. The police were called out to issue a citation. Man seemed a little mentally impaired (not drunk). I can't think of any way to prevent this type of incident happening again.
