Narrative:

Called out to MEL cowl anti-ice valve. I had in hand MEL procedures 30-3D for B-400 aircraft. Heavy rain made paperwork a mess. The whittaker valve was locked in the mid position but I did not see the pressure regulator on the valve. Graphics were not clear about location of set screw. I also removed the wrong electrical connector due to paperwork messed up from rain.

Title: A B737-400 WAS DISPATCHED WITH 1 ENG COWL ANTI-ICE VALVE DEFERRED IN OPEN POS PER THE MEL. SPECIAL PROCS WERE ACCOMPLISHED IMPROPERLY.

Narrative: CALLED OUT TO MEL COWL ANTI-ICE VALVE. I HAD IN HAND MEL PROCS 30-3D FOR B-400 ACFT. HVY RAIN MADE PAPERWORK A MESS. THE WHITTAKER VALVE WAS LOCKED IN THE MID POS BUT I DID NOT SEE THE PRESSURE REGULATOR ON THE VALVE. GRAPHICS WERE NOT CLR ABOUT LOCATION OF SET SCREW. I ALSO REMOVED THE WRONG ELECTRICAL CONNECTOR DUE TO PAPERWORK MESSED UP FROM RAIN.
