Narrative:

Climbing through about 13000 ft received 'left 14TH duct' warning message for a brief moment. About 60-90 seconds later; message came back on and remained on. Complied with QRH. Emergency was declared and returned to ZZZ1 (message didn't clear). Icing conditions were expected all the way to ZZZ2. Aircraft had 3 previous write-ups for the same thing.

Narrative: CLBING THROUGH ABOUT 13000 FT RECEIVED 'L 14TH DUCT' WARNING MESSAGE FOR A BRIEF MOMENT. ABOUT 60-90 SECONDS LATER; MESSAGE CAME BACK ON AND REMAINED ON. COMPLIED WITH QRH. EMER WAS DECLARED AND RETURNED TO ZZZ1 (MESSAGE DIDN'T CLR). ICING CONDITIONS WERE EXPECTED ALL THE WAY TO ZZZ2. ACFT HAD 3 PREVIOUS WRITE-UPS FOR THE SAME THING.
