Narrative:

Aircraft Y doing practice approach into rwv was cleared for approach and frequency change was approved. While waiting for the missed approach call; aircraft X was descended to 3000 ft and told to report rwv in sight. The missed approach call came and aircraft Y was asked to identify. At about the same time; aircraft X reported the field (rwv) in sight. The trainee started to clear aircraft X for a visual approach. I tried to cancel aircraft X approach clearance (it was approximately 8 seconds after the clearance was given). But the pilot of aircraft X said he was at 2500 ft. Aircraft X was cleared to climb back to 3000 ft. But the odp was already alerted.

THE MISSED APCH CALL CAME AND ACFT Y WAS ASKED TO IDENT. AT ABOUT THE SAME TIME; ACFT X RPTED THE FIELD (RWV) IN SIGHT. THE TRAINEE STARTED TO CLR ACFT X FOR A VISUAL APCH. I TRIED TO CANCEL ACFT X APCH CLRNC (IT WAS APPROX 8 SECONDS AFTER THE CLRNC WAS GIVEN). BUT THE PLT OF ACFT X SAID HE WAS AT 2500 FT. ACFT X WAS CLRED TO CLB BACK TO 3000 FT. BUT THE ODP WAS ALREADY ALERTED.
