Narrative:

At sav airport they have a 3RD crane up larger than 2 other cranes at airport. I called supervisor to tower to show him. He said he called airports about cranes but that was on the 2 smaller cranes. This crane went up today and he did not call about it. I told him he needed to write in read and initial and have an advisory on ATIS. After several mins that this is a safety issue for helicopters and aircraft doing the sav VOR DME a approach. He finally wrote down an advisory on ATIS. Still no read and initial. I asked a helicopter that was departing how high the cranes were he said 200 ft and airport transmitted over frequency prior to the helicopter and he said they were only 90 ft. The helicopter flew right beside them. Callback conversation with reporter revealed the following information: a new hangar and facilities are being constructed in the southwest quadrant of the airport. The tall cranes in place are flagged and lighted; and lowered at night to hangar ht. NOTAMS have also been issued by the airport. The problem is the lack of initial dissemination of this information to the tower cabin attendant. Reporter stated that a local NOTAM is now active about the towers.

Title: A TWR CTLR RPTED THAT THERE ARE THREE LARGE CONSTRUCTION CRANES IN PLACE SW OF THE INTXN OF RWYS 36 AND 9 THAT ARE NOT NOTAMED AND MAY CAUSE A SAFETY ISSUE WITH ACFT. NO INFO WAS AVAILABLE TO CTLRS IN THE TWR CAB.

AFTER SEVERAL MINS THAT THIS IS A SAFETY ISSUE FOR HELIS AND ACFT DOING THE SAV VOR DME A APCH. HE FINALLY WROTE DOWN AN ADVISORY ON ATIS. STILL NO READ AND INITIAL. I ASKED A HELI THAT WAS DEPARTING HOW HIGH THE CRANES WERE HE SAID 200 FT AND ARPT XMITTED OVER FREQ PRIOR TO THE HELI AND HE SAID THEY WERE ONLY 90 FT. THE HELI FLEW RIGHT BESIDE THEM. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: A NEW HANGAR AND FACILITIES ARE BEING CONSTRUCTED IN THE SW QUADRANT OF THE ARPT. THE TALL CRANES IN PLACE ARE FLAGGED AND LIGHTED; AND LOWERED AT NIGHT TO HANGAR HT. NOTAMS HAVE ALSO BEEN ISSUED BY THE ARPT. THE PROB IS THE LACK OF INITIAL DISSEMINATION OF THIS INFO TO THE TWR CAB. RPTR STATED THAT A LCL NOTAM IS NOW ACTIVE ABOUT THE TWRS.
