Narrative:

Plane #1 and plane #2. Plane #1: I was on approach to land. I just started my flare to land when plane #2 flew over the top of me; cut me off and landed in front of me. I took evasive action and turned to the north; adding full power and 10 degrees of flap; my left wingtip passed over the landing threshold. I established a positive rate of climb and made a 360 degree turn. Reentered the landing pattern and landed. That is how close I came to landing. There was not enough room to land behind plane #2. I would have run into him on the ground. I found the owner of plane #2. The first thing he asked; 'did I cut you off?' plane #1 replied: 'hell yes; you did.' plane #2 replied; 'I didn't see you.' plane #1 asked; why he didn't have his passenger looking for other planes. Plane #2 simply replied 'I had electrical problems.' clearly showing that he did not have control of his plane nor did he understand the electrical system in his plane. Plane #1 asked; do you have a handheld radio on board? Plane #2 replied' yes.' plane #1 ask; 'why didn't you use it to make your calls?' plane #2 replied; 'I had electrical problems?' again; clearly showing he does not have the knowledge and experience to be a pilot. In my book this person has violated 2 of the FAA rules. First a near miss; because we were still flying. The second; he flew over me and landed in front of me on the runway; causing me to take evasive action. Plane #1 was the lower plane in a landing flare. By your rules; plane #1 had the right-of-way.

Title: C177 PLT RPTS NEAR MISS WHILE LNDG AT L71.

Narrative: PLANE #1 AND PLANE #2. PLANE #1: I WAS ON APCH TO LAND. I JUST STARTED MY FLARE TO LAND WHEN PLANE #2 FLEW OVER THE TOP OF ME; CUT ME OFF AND LANDED IN FRONT OF ME. I TOOK EVASIVE ACTION AND TURNED TO THE N; ADDING FULL PWR AND 10 DEGS OF FLAP; MY L WINGTIP PASSED OVER THE LNDG THRESHOLD. I ESTABLISHED A POSITIVE RATE OF CLB AND MADE A 360 DEG TURN. REENTERED THE LNDG PATTERN AND LANDED. THAT IS HOW CLOSE I CAME TO LNDG. THERE WAS NOT ENOUGH ROOM TO LAND BEHIND PLANE #2. I WOULD HAVE RUN INTO HIM ON THE GND. I FOUND THE OWNER OF PLANE #2. THE FIRST THING HE ASKED; 'DID I CUT YOU OFF?' PLANE #1 REPLIED: 'HELL YES; YOU DID.' PLANE #2 REPLIED; 'I DIDN'T SEE YOU.' PLANE #1 ASKED; WHY HE DIDN'T HAVE HIS PAX LOOKING FOR OTHER PLANES. PLANE #2 SIMPLY REPLIED 'I HAD ELECTRICAL PROBS.' CLRLY SHOWING THAT HE DID NOT HAVE CTL OF HIS PLANE NOR DID HE UNDERSTAND THE ELECTRICAL SYS IN HIS PLANE. PLANE #1 ASKED; DO YOU HAVE A HANDHELD RADIO ON BOARD? PLANE #2 REPLIED' YES.' PLANE #1 ASK; 'WHY DIDN'T YOU USE IT TO MAKE YOUR CALLS?' PLANE #2 REPLIED; 'I HAD ELECTRICAL PROBS?' AGAIN; CLRLY SHOWING HE DOES NOT HAVE THE KNOWLEDGE AND EXPERIENCE TO BE A PLT. IN MY BOOK THIS PERSON HAS VIOLATED 2 OF THE FAA RULES. FIRST A NEAR MISS; BECAUSE WE WERE STILL FLYING. THE SECOND; HE FLEW OVER ME AND LANDED IN FRONT OF ME ON THE RWY; CAUSING ME TO TAKE EVASIVE ACTION. PLANE #1 WAS THE LOWER PLANE IN A LNDG FLARE. BY YOUR RULES; PLANE #1 HAD THE RIGHT-OF-WAY.
