Narrative:

Construction has affected the movement of aircraft for the entire summer of 2006 at bluegrass airport with incorrect signage; closed txwys (resulting in back taxi requirement for 2 weeks) foreign object damage on the movement areas; vehicles and personnel operating very near the runway and txwys; out of date charts; too many NOTAMS for the average pilot to interpret what will affect his flight and general confusion by the pilots of the taxi rtes. On 4 occasions since the runway was repaved on aug/sat-sun/06; the runway edge lights have not operated after sunset. On one occasion I was working the tower local position when 2 air taxies landed anyway. At that time the runway lights on the west side of the runway were OTS leaving only 1 side (east side) lit. The airport auths have been fully aware of the outages and continuing problems. The airport is fully responsible for the operation of the runway and taxiway lights; not the FAA. They continue to wait for them to break before making the corrections that will alleviate the problem; a risk not worth taking for the flying public; but most times they are unaware. Distance remaining signs have been OTS since the repave and are a low priority to replace. Bad news for our short runway where every foot is essential. The airport authority/authorized is gambling that nothing will happen. The FAA is gambling that nothing will happen. But it's dangerous. This carelessness will result in another accident if the airport continues this neglect gambling.

Narrative: CONSTRUCTION HAS AFFECTED THE MOVEMENT OF ACFT FOR THE ENTIRE SUMMER OF 2006 AT BLUEGRASS ARPT WITH INCORRECT SIGNAGE; CLOSED TXWYS (RESULTING IN BACK TAXI REQUIREMENT FOR 2 WKS) FOREIGN OBJECT DAMAGE ON THE MOVEMENT AREAS; VEHICLES AND PERSONNEL OPERATING VERY NEAR THE RWY AND TXWYS; OUT OF DATE CHARTS; TOO MANY NOTAMS FOR THE AVERAGE PLT TO INTERPRET WHAT WILL AFFECT HIS FLT AND GENERAL CONFUSION BY THE PLTS OF THE TAXI RTES. THEY CONTINUE TO WAIT FOR THEM TO BREAK BEFORE MAKING THE CORRECTIONS THAT WILL ALLEVIATE THE PROB; A RISK NOT WORTH TAKING FOR THE FLYING PUBLIC; BUT MOST TIMES THEY ARE UNAWARE. DISTANCE REMAINING SIGNS HAVE BEEN OTS SINCE THE REPAVE AND ARE A LOW PRIORITY TO REPLACE. BAD NEWS FOR OUR SHORT RWY WHERE EVERY FOOT IS ESSENTIAL. THE ARPT AUTH IS GAMBLING THAT NOTHING WILL HAPPEN. THE FAA IS GAMBLING THAT NOTHING WILL HAPPEN. BUT IT'S DANGEROUS. THIS CARELESSNESS WILL RESULT IN ANOTHER ACCIDENT IF THE ARPT CONTINUES THIS NEGLECT GAMBLING.
