Narrative:

During climb to cruise altitude '1 bleed leak' warning illuminated on EICAS. Completed procedures in accordance with aom and light went out. Notified ATC of problem and our limitation of FL250 and flight only in non-icing conditions. Did not declare an emergency at that time. Notified maintenance and dispatch. Due to shortcuts in filed route and fuel monitoring; the FMS projected we would be 300 pounds overweight for landing at ZZZ. Dispatch had come up with a similar result. Notified ATC we needed lower and to slow down to burn off fuel. About 20 mins from ZZZ; we were at 8000 ft; gear down; flaps 9 degrees and 240 KTS. Seeing we were still too heavy; I informed approach we would need 190 KTS (for flaps 22 degrees) and that we were slightly overweight. I also reminded them of our previous bleed leak problem. When below 200 KTS; flaps 22 degrees was selected. When flaps 22 degrees was established; the 'flap fail' caution illuminated. No limitations were ever exceeded. Flaps would not lower to 45 degrees for wet runway landing/fuel burn. I elected to declare an emergency at this time with ZZZ approach. Landed slightly overweight; but with a normal landing and rollout. No further assistance was needed to proceed to gate. Flight attendant had been notified of the problems prior to landing; assured that it was minor in nature but to expect to see crash fire rescue equipment following us on landing. First officer did an excellent job of landing.

FLAPS WOULD NOT LOWER TO 45 DEGS FOR WET RWY LNDG/FUEL BURN. I ELECTED TO DECLARE AN EMER AT THIS TIME WITH ZZZ APCH. LANDED SLIGHTLY OVERWT; BUT WITH A NORMAL LNDG AND ROLLOUT. NO FURTHER ASSISTANCE WAS NEEDED TO PROCEED TO GATE. FLT ATTENDANT HAD BEEN NOTIFIED OF THE PROBS PRIOR TO LNDG; ASSURED THAT IT WAS MINOR IN NATURE BUT TO EXPECT TO SEE CFR FOLLOWING US ON LNDG. FO DID AN EXCELLENT JOB OF LNDG.
