Narrative:

Bhm has crossing runways; 6/24 and 18/36. The runways cross at the northeast and north end; ie; an intersecting runway situation. Currently; contractors are digging up the pavement of the displaced threshold of runway 24; and necessarily a portion of runway 18/36. The airport authority/authorized has closed the northeast 1900+ ft of runway 24 and 2500+ ft of runway 18 and has heavy equipment and personnel operation on these portions of the runways. Controllers received no briefing from supervisors or the manager about this situation; merely a typewritten 3 page information sheet with diagrams of what is open and what is not. We have instrument approachs to runway 6 and runway 18. The last 2 days; the winds have favored landing to the southwest -- we have no instrument approach for runway 24. The runway 18 approach is a localizer approach; predicated on a full length runway being available. It's not -- an aircraft would have to break out on the approach and then fly 2500 ft down the runway above men and equipment before touching down. All of these things are combined to what I feel is a very unsafe situation. In addition; the airport authority/authorized advised us that when they attempted to issue a NOTAM through leesburg FSS that listed 'declared distances' for the runway landing/arrival distances; leesburg advised that the information had to go directly to the fdc. However; the FSS could not provide any contact information. Therefore; there is no NOTAM listing the declared distances. The NOTAMS issued do show that the thresholds will be temporarily displaced and the distance by which they will be displaced. The airport authority/authorized did forward the information to all known airport tenants.

IT'S NOT -- AN ACFT WOULD HAVE TO BREAK OUT ON THE APCH AND THEN FLY 2500 FT DOWN THE RWY ABOVE MEN AND EQUIP BEFORE TOUCHING DOWN. ALL OF THESE THINGS ARE COMBINED TO WHAT I FEEL IS A VERY UNSAFE SITUATION. IN ADDITION; THE ARPT AUTH ADVISED US THAT WHEN THEY ATTEMPTED TO ISSUE A NOTAM THROUGH LEESBURG FSS THAT LISTED 'DECLARED DISTANCES' FOR THE RWY LNDG/ARR DISTANCES; LEESBURG ADVISED THAT THE INFO HAD TO GO DIRECTLY TO THE FDC. HOWEVER; THE FSS COULD NOT PROVIDE ANY CONTACT INFO. THEREFORE; THERE IS NO NOTAM LISTING THE DECLARED DISTANCES. THE NOTAMS ISSUED DO SHOW THAT THE THRESHOLDS WILL BE TEMPORARILY DISPLACED AND THE DISTANCE BY WHICH THEY WILL BE DISPLACED. THE ARPT AUTH DID FORWARD THE INFO TO ALL KNOWN ARPT TENANTS.
